Pennsylvania has what is known as closed Primary Elections. That means that the voters registered in the party as of a month before the Primary Election in May may vote on that ballot of their registration for the party's candidate. The highest vote-getters will run in the November General Election, where anyone may vote.
The Primary is considered a Party election, so only those voters affiliating with the Party may vote. You may change your party affiliation no later than a month before the Election to vote in the Primary.
