Between January and April, 2008, right before the presidential Primary Election, 152,775 new voters registered as Democrats.  40,195 registered as Republicans.

Pennsylvania has what is known as closed Primary Elections.  That means that the voters registered in the party as of a month before the Primary Election in May may vote on that ballot of their registration for the party's candidate.  The highest vote-getters will run in the November General Election, where anyone may vote.
 
The Primary is considered a Party election, so only those voters affiliating with the Party may vote.  You may change your party affiliation no later than a month before the Election to vote in the Primary.
